The nature of global economic and technological realities necessitates that people upgrade their skills in order to be able not only to survive the realities of global competition but also to substantively assist their organizations to be dynamic enough to compete. Capacity building is equally important not only to the labor and skill set involved but also the organizations involved. On the part of the organization, it signals the seriousness to either lead the industry within which it finds itself, or to effectively compete within that industry.
